Experience:
J. Edmund Mullin chairs the Real Estate and Land Use Department of Hamburg, Rubin, Mullin, Maxwell & Lupin. Practicing real estate and land use law for over 30 years, he has established a noted reputation in the areas of municipal law and land use law. Ed represents Fortune 500 companies as well as emerging businesses in industries ranging from oil producers through pharmaceuticals to retail businesses.

Ed's major attribute is his friendly relationship with municipal officials and staff. He knows who you need to know. Because of his background and experience, he can construct effective solutions without going through a lot of red tape.

Areas of Concentration:
Municipal and Land Use Law
He has broad-based experience in the area of municipal law, Ed has represented a number of clients with unique cases, such as successfully representing Mother Theresa, pro bono, when a municipality tried to keep out one of her shelters.

His experience includes representing a developer in Bucks County who desired to build affordable housing in an exclusionary township. After studying the township's ordinances and applicable law, a curative amendment was formulated which, upon filing, led the township to settle the matter without any hearings in a favorable light for the client.

When a local farmer was denied a variance to erect a farmer's market on his property in which food products other than those raised on the farm could be sold, he approached Ed to represent him. Through a carefully crafted plan, diligent research and local interviews, Ed was able to successfully resolve the issue by organizing hearings where strong community support for the proposal was demonstrated and the Board of Supervisors had to give permission in the face of the public outpouring.

Real Estate Law
Ed has bought, sold, subdivided and developed real estate for numerous individuals and commercial clients as well as for his own account, which gives him a unique hands-on knowledge of client problems. He has represented buyers, sellers, lenders, partnerships and syndications and has successfully assisted each with their real-estate needs. His extensive experience allows him to anticipate complex problems and formulate creative solutions. He has also represented Boards of Realtors in the local area.

Professional and Civic Activities:
Prior to joining Hamburg Rubin, Ed was employed by Wisler, Pearlstine, Talone & Gerber for five years, and prior to that as a law clerk for Judge Robert W. Honeyman in the Court of Common Pleas of Montgomery County.

Ed served as a member of the Board of Directors of the Montgomery Bar Association and also as its Treasurer, Secretary, Vice President, President-Elect and President. He presently chairs the Community Outreach Committee, is a member of the Board of Directors of the Montgomery Bar Foundation and a member of the Broker/Lawyer Liaison Committee for the Montgomery Bar Association. Ed is also active with the Pennsylvania Bar Association where he is a member of the Pennsylvania Judicial Evaluation Commission as well as a retired member of the House of Delegates. Ed is a member of the Legal Action Network for Development Strategies (LANDS), which is a group of approximately 200 attorneys nation-wide who work with the National Association of Home Builders. Ed additionally serves as Chairman of the Joint State Government Commission to rewrite the real estate laws of the Commonwealth of Pennsylvania.

In addition, Ed is a Founding Member of the Irish-American Society and member of its Board of Directors. He is the recipient, in the year 2000, of the Muhlenberg Award for Leadership from the Historical Society of Trappe and has been named to the Hall of Fame of the Homebuilders Association of Bucks and Montgomery Counties. He was also designated a Super Lawyer by Philadelphia Magazine in 2004, 2006 and 2007.

He has spoken as a course planner and lecturer on recent zoning and real-estate law for the Pennsylvania Bar Institute, Philadelphia Bar Association, Montgomery Bar Association, Philadelphia Board of Realtors, Central Montgomery Board of Realtors, North Penn Board of Realtors, the Montgomery County Association of Township Officials, Pennsylvania Association of Planners, Montgomery County Association of Realtors, and other groups.

Ed is a retired member of the Board of Consultors of Villanova University School of Law.  He serves on the Montgomery County Community College Board of Trustees, and is head of the Century Club Committee of the Muhlenberg House Restoration Project of the Trappe Historical Society. Ed is also on the Board of Trustees of Gwynedd Mercy Academy High School and is a newly appointed Trustee at Saint Mary's Villa.
