Paul G. MullinPaul Mullin is a member of the Real Estate and Zoning Department at Hamburg, Rubin, Mullin, Maxwell & Lupin. For the last six years, his practice has focused on municipal law, land use, zoning and real estate transactions. In the area of municipal law, Paul has served as acting solicitor for numerous municipal authorities, municipalities and zoning hearing boards, including the Horsham Water and Sewer Authority, Lower Salford Township Authority, North Penn Water Authority, West Conshohocken Borough, East Norriton Township and the Upper Merion Zoning Hearing Board. He has advised his respective boards on matters ranging from litigation, bidding and billing to responding to public inquiries and Right-To-Know requests on their behalf. In addition, Paul has represented numerous corporate and individual clients before over 30 municipal bodies in condemnation, zoning and land use appeal proceedings to enable them to fully utilize their respective properties.
Recent Representative Cases:
* Successfully obtained easement rights for a municipal authority through agricultural lands via the eminent domain process.
* Negotiated the purchase of commercial property for a hotel chain and successfully handled the zoning and land development issues related thereto.
* Negotiated a phased joint-municipal, developer project extending sanitary sewer lines and water main through multiple municipalities and prepared all requisite contracts and agreements related thereto, including cost sharing agreements between multiple municipalities, construction agreement between his municipal authority client and the developer and reviewed all bid documents and specifications.
Speeches/Publications:
Paul has been published on multiple occasions in The Authority magazine with topics ranging from personnel matters to litigation. Paul has spoken before several local agencies, including the Montgomery County Zoning Officers Association, on topics ranging from the application of new case law to the practice of zoning and land development to litigation and enforcement matters related thereto.

In 2006 and 2008, Law & Politics and the publishers of
Philadelphia Magazine included Paul as a Pennsylvania Rising Star, as listed in the "Pennsylvania Rising Stars Super Lawyers" publication. Only 2.5 percent of the total lawyers in Pennsylvania are listed in Rising Stars.
Personal Interests:
Paul was born and raised in Montgomery County and currently lives in East Norriton Township. Over the years, Paul has developed strong ties to the local community except for its sports teams as Paul is an avid Red Sox and Packers fan.
