Paul Mullin is a Principal of the firm and a member of the Real Estate & Land Use, Municipal Law, Liquor License, and Cannabis Departments. He represents public and private clients in all stages of real estate transactions, including subdivision and land development, zoning, and regulatory permitting. His diverse client base and experience provide him with a broad perspective, enabling him to anticipate challenges and deliver practical, effective solutions.

In his real estate and land development practice, Paul has advised his clients through every level of the development process from land acquisition through final approvals. Paul has secured approvals for projects ranging from national hotel developments to municipal infrastructure improvements to variances for individual homeowners. Paul also advises his clients on outside agency regulatory approvals, including the ever evolving stormwater management regulations, particularly compliance with Post-Construction Stormwater Management (PCSM) requirements and NPDES permits.

In municipal law, Paul currently serves as solicitor to Hatfield Township Municipal Authority, Horsham Water and Sewer Authority, Lower Salford Township Authority, and North Penn Water Authority, and as special counsel to municipal authorities and municipalities across Pennsylvania. He advises governing boards on matters involving personnel, employment, procurement, condemnation, rate setting, and compliance with the Right-to-Know Law, Sunshine Act, Ethics Act, and Tort Claims Act.

In his liquor license practice, Paul has advised his clients on license acquisitions, transfers, and renewals.  He has advised brewery start-ups on the relevant licensing requirements as well as land development requirements, including utility issues governing such uses.  Paul has represented his clients on compliance matters, including citations and non-renewal actions.

In his cannabis practice, Paul has advised his clients on land use, zoning, and compliance issues. He has guided growers/processors and dispensaries through zoning and land development approvals and has negotiated agreements of sale and leases to ensure compliance with the Pennsylvania Medical Marijuana Act.

Paul earned his J.D. from Villanova University School of Law and his B.A. from the University of Scranton.
