Paul Mullin is a Principal of the firm and a member of the Real Estate & Land Use, Municipal Law, Liquor License, and Cannabis Departments. He represents public and private clients in all stages of real estate transactions, including subdivision and land development, zoning, and regulatory permitting. His diverse client base and experience provide him with a broad perspective, enabling him to anticipate challenges and deliver practical, effective solutions.
In his real estate practice, Paul has secured approvals for projects ranging from national hotel developments to municipal infrastructure improvements to variances for individual homeowners. He regularly represents clients before zoning hearing boards, planning commissions, local governing bodies, and state agencies, including the Pennsylvania Department of Transportation and Department of Environmental Protection. He also counsels clients on evolving stormwater management regulations, particularly compliance with Post-Construction Stormwater Management (PCSM) requirements and NPDES permits.
Paul has extensive experience in liquor law, advising on license acquisitions and transfers, brewery start-ups, compliance matters, and inter-municipal license transfers.
In municipal law, Paul serves as solicitor to Hatfield Township Municipal Authority, Horsham Water and Sewer Authority, and North Penn Water Authority, and as special counsel to municipal authorities and municipalities across Pennsylvania. He advises governing boards on matters involving personnel, employment, procurement, condemnation, rate setting, and compliance with the Right-to-Know Law, Sunshine Act, Ethics Act, and Tort Claims Act. His practice under the Pennsylvania Municipality Authorities Act includes sanitary sewer and water-related matters, regulatory permitting, Chesapeake Bay compliance, and nutrient credit trading agreements.
Paul also represents clients in the cannabis industry, advising on land use, zoning, and compliance issues. He has guided growers/processors and dispensaries through zoning and land development approvals and has negotiated agreements of sale and leases to ensure compliance with the Pennsylvania Medical Marijuana Act.
Paul earned his J.D. from Villanova University School of Law and his B.A. from the University of Scranton.

Successfully appealed a zoning officer’s determination that a medical marijuana facility was not permitted in a municipal zoning district. Such success resulted in the client obtaining the necessary zoning approval to construct a growing/ processing facility.
Negotiated various agreements between multiple Federal agencies and his municipal client relating to the agencies’ contamination of a public water supply and the recoupment of costs related thereto.
Obtained land development and liquor licensing approvals for a start-up brewery.
Obtained subdivision and land development approval for a municipal client for the expansion of its sanitary sewer treatment plant and obtained all regulatory permits, including those with the Department of Environmental Protection, related thereto.

Paul was born and raised in Montgomery County and currently lives in Hatfield Borough. Over the years, Paul has developed strong ties to the local community, except for its sports teams, as Paul is an avid Red Sox and Packers fan.
