Steven English is a member of the Real Estate and Zoning Department at Hamburg, Rubin, Mullin, Maxwell & Lupin. For the past two decades, Steven has served as the solicitor for suburban and rural municipalities, zoning hearing boards, UCC appeals boards and water and sewer authorities. From that service, Steven understands the issues and concerns regarding subdivision and land development from a municipal perspective.
Steven’s responsibilities have touched upon every aspect of local governance. Steven has effectively handled all stages of the land development process, from negotiating and drafting complex zoning and SALDO ordinances, development agreements and financial security agreements, to shepherding plans through planning commissions, governing bodies and state administrative agencies.
Steven has negotiated, reviewed and drafted police contracts, agreements for the acquisition and disposition of municipal real estate, and bid documents for municipal construction projects running the gamut from simple sewer line extensions to the construction of a state-of-the art police station. Steven has drafted wide-ranging ordinances related to taxation, signs and billboards, hunting and firearms, solicitation and peddling, the Uniform Construction Code, stormwater management, parking and traffic, recycling and exotic animals.
A graduate of The Pennsylvania State University (B.S., Accounting 1990), Steve received his law degree from Benjamin N. Cardozo School of Law (J.D. 2000).
