Sean Cullen is a Partner in the Firm’s Family Law and Criminal Law Departments. For decades, he has guided Montgomery County residents through domestic relations and criminal defense matters with skill, empathy, and relentless advocacy. In addition, he is widely recognized for his representation of nonprofit organizations—particularly those serving law enforcement, volunteer fire departments, and first responder communities.

Criminal Law Experience

Sean has handled more than 7,000 criminal matters, first as a prosecutor in the Montgomery County District Attorney’s Office and later as defense counsel. His cases have included DUI, narcotics, fraud, theft, and corrupt organization charges. Known for his meticulous preparation, Sean enters every case ready for trial. He has extensive expertise in electronic surveillance, having overseen more than 15 wiretap investigations as a prosecutor, and has lectured widely on wiretaps, narcotics, and fraud. Recently, he has focused on combatting the proliferation of illegal and “ghost” guns, even founding a nonprofit dedicated to removing them from the streets.

Family Law Experience

In family law, Sean has substantial experience with divorce, custody, and support matters. He has developed a particular expertise in termination of parental rights, adoption, and dependency cases. Clients value his ability to listen with compassion, analyze complex legal and factual issues, and provide strong advocacy during emotionally charged times. He emphasizes proactive, strategic planning, helping clients move forward with confidence rather than reaction.

Nonprofit Leadership & Representation

Beyond individual representation, Sean has created, advised, and reinstated hundreds of nonprofit organizations. He and his wife Sharon co-founded the Montgomery County Hero Fund, which ensures that the sacrifices of military personnel, law enforcement, firefighters, and first responders are honored and that their families receive immediate financial support in times of tragedy. Unique in structure, the Fund’s all-volunteer Board guarantees that 100% of money raised goes directly to families in need.

He also founded Eagle Vision and Training Academy, which educates law enforcement officers on how to identify, track, and remove illegal firearms. Sean currently serves as solicitor for the Montgomery County Police Chiefs Association, the Montgomery County Detectives Association, the Bobby Rydell Foundation, and Plymouth Ambulance #308 Services.

Professional Background & Community Involvement

Prior to joining the Firm, Sean was a Founding Member and Managing Partner of the Law Offices of Cullen and Conwell for 18 years and later served as Of Counsel at Dischell Bartle & Dooley. He has also been a professor at Temple University’s Municipal Police Officers’ Education and Training Commission and at both the Temple University and Montgomery County Police Academies, where he lectured on constitutional and criminal law.

Deeply committed to his community, Sean has served on the Board of ACLAMO and been active with the Norristown Maenner-Chor Club, Holy Savior Club, Norristown Police Foundation, Whitemarsh Police Benevolence, Whitemarsh War Memorial Fund, the Elmwood Park Zoo, and other local organizations. In 2020, he received the National Liberty Museum Medal of Valor for his “meritorious community service and founding of the Montgomery County Hero Fund.”

Education

A third-generation graduate of Temple University, Sean earned dual degrees in Biochemistry and History (1994). He received his J.D. from Widener University School of Law in 1997 and his LL.M. in Trial Advocacy from Temple University Beasley School of Law in 2001.
